The estimate of the Institute for the year 2012 is derived from two central bureau of statistics databases: population censuses from the years 1995 and 2008, which measured the housing distribution in Israel according to housing arrangements (ownership, rental, living with family, non-payment of rent, other, and unknown), and annual household expenditure surveys from the years 2005-2011. The data highlight the importance of establishing a national housing policy and the need to address the housing crisis and poverty in Israel, a solution that is reflected in the proposed Urban Renewal and Affordable Housing Law of the Institute for Structural Reforms.
