The Institute for Structural Reforms, in collaboration with the architectural firm "Kolker-Kolker-Epstein", has developed a strategic framework for developing Israel’s western periphery, known as the "Gaza envelope".
The initiative addresses planning and property ownership challenges, offering a comprehensive solution based on integrated urban–rural renewal.
Our plan presents a long-term, holistic vision for the Western Negev region. It combines strategic spatial planning with practical implementation, including legislative amendments and the granting of property rights to residents across the urban–rural continuum.
By formalizing land ownership and clarifying planning rights, the initiative aims to strengthen local resilience, foster a sense of security, and encourage displaced residents to return, complementing existing temporary support measures.
